The Parish of St. Charles, hereby advertises bids for construction of Ormond CN Railway Culverts Project, Project No. P200801 as follows: Owner: St. Charles Parish Project Title: Ormond CN Railway Culverts Project Project No.: P200801 Principal Work Location: The Contract Work will be located along the Illinois Central Railroad, hereinafter referred to as "Railroad," in Ormond Estates nADVERTISEMENT FOR BIDS .The Parish of St. Charles, hereby advertises bids for construction of Ormond CN Railway Culverts Project, Project No. P200801 as follows: Owner: St. Charles Parish Project Title: Ormond CN Railway Culverts Project Project No.: P200801 Principal Work Location: The Contract Work will be located along the Illinois Central Railroad, hereinafter referred to as "Railroad," in Ormond Estates near Ducayet Drive and Ormond Oaks Drive, in St. Charles Parish, Louisiana. Description of Basic Work: Includes the installation of multiple steel pipe culverts varying in size from 54-inches to 60-inches in diameter by jacking and boring; the installation of poured-in-place concrete drainage structures; the installation of canal bank stabilization measures; utility relocations; and all incidentals thereto, in St. Charles Parish, Louisiana. Most of the work will be performed on Railroad right-of-way, and shall be constructed in coordination with and as approved by Railroad and St. Charles Parish. Bids: Separate sealed Bids will be received by the ST. CHARLES PARISH COUNCIL RECORDS OFFICE, Parish of St. Charles, 15045 River Road, Courthouse 3rd Floor, Hahnville, Louisiana, 70057, either by registered or certified mail with return receipt requested, or hand delivered, or electronically submitted at www.centralbidding.com, no later than 10:00 a.m. local time on May 20, 2025. Promptly thereafter, the bids will be publicly opened and read aloud in the Council Chambers of the St. Charles Parish Court House. The Owner reserves the right to reject any and all Bids in accordance with the Public Bid Law, and to disregard all nonconforming, nonresponsive, unbalanced or conditional Bids. Bidding Documents: The Bidding Documents (Contract Documents, Specifications and Drawings) are available to Contractors who are properly licensed in Louisiana or to bona fide suppliers of materials and equipment for purchase and/or review at the office of the Engineer for the contract, Barowka and Bonura Engineers and Consultants, LLC at 209 Canal Street, Metairie, Louisiana 70005; (504) 828-0030. A payment of $ 100.00 in cash or check payable to the Engineer will be required for each complete set of the Bidding Documents. This payment is refundable as provided in the La.R.S.38:2212(D). Pre Bid Conference: A Pre Bid Conference to discuss the scope of the project and the requirements of the Bidding and Contract Documents will be held on May 6, 2025 at 10:00 a.m. the St. Charles Parish Department of Public Works and Wastewater, 100 River Oaks Dr., Destrehan, Louisiana. Attendance of the Pre-Bid Conference is Mandatory. Each bidder must deposit with his/her bid, security in the amount equal to five percent (5%) of the total bid in the form of a certified check, cashier's check or bid bond. If the bid is submitted electronically and a certified or cashier's check is used for bid bond, then the actual check shall be delivered to the ST. CHARLES PARISH COUNCIL RECORDS OFFICE, Parish of St. Charles, 15045 River Road, Courthouse 3rd Floor, Hahnville, Louisiana, 70057. Electronic bids shall contain all the same documents that are required in a physically delivered bid. The outside of the bid envelope must contain the submitting firm's name, Louisiana Contractors License Number, the St. Charles Parish Project Number, and the St. Charles Parish Project Title. Attention of Bidders is called particularly to the requirements for conditions of employment to be observed and minimum wage rates to be paid under the Contract (Davis-Bacon Act), Section 3 (Low Income Resident Participation) of the Housing and Urban Development Act of 1968, Section 109 (Non-Discrimination) of the Housing and Community Development Act of 1974, Section 503 (Non-Discrimination Against Employees with Disabilities) and Section 504 (Non-Discrimination Against Individuals with Disabilities) of the Rehabilitation Act of 1973, Segregated Facilities, Executive Order 11246, and all applicable laws and regulations of the Federal government and State of Louisiana and bonding and insurance requirements.
